Dorothy E. Foos  Dorothy Foos, a retiree from Constellation Energy Group, holds a B.A. degree from the University of Maryland, College Park. She presently serves as a member of the Essex Community College Foundation Board, Inc.; the Greater Kingsville Civic Association; the Democratic State Central Committee; the United Democratic Club of Baltimore County; the Long Green Valley Association; the Baltimore County Planning Board; the Baltimore County Landmarks Preservation Commission; the Todd Historical Site Inc.; the Ballestone Preservation Society; the Wilson Point Women’s Club; St. Matthew Lutheran Church; the Baltimore County Commission for Women; the Maryland State Commission for Women; and Mars Estates Elementary School – Women’s Commission Mentor – Elementary Reading Program. She is presently the State Chairman for the Association of Community College Trustees (ACCT). Mrs. Foos and her husband reside in Baldwin, Maryland.
