Thomas M. Lingan, Esquire Chairman
Thomas Mark Lingan, J.D., is an attorney in private practice with
a focus in environmental law. After earning a B.A. degree from
Wheeling College in l974, Lingan was hired by the Montgomery
County Government, Office of the County Executive, where he served
as a lobbyist for County Executive James Gleason and Charles
Gilchrist. Lingan spent 12 years lobbying before the Maryland
General Assembly on tax, environmental, health, and economic
development issues. In l986, after graduating cum laude from the
University of Baltimore School of Law, he joined the Baltimore
office of Venable LLP, where he was named partner in 1995.
Lingan is chairman of the firm's Environmental Practice Group and
co-chairman of its Hiring Committee. His practice focuses on
environmental litigation and compliance matters and he has
represented corporations, governmental entities and individuals
before federal, state and administrative tribunals. He is a
frequent author and lecturer on an array of environmental issues
including environmental compliance, wetland and enforcement issues.
He has been involved in numerous civic and community pursuits and
served as a member and first chairman of the Lawyers Campaign
Against Hunger for the Maryland Food Committee, and chairman of
the steering committee for the Catholic Community at Relay. Lingan
was appointed to The Community College of Baltimore County Board
of Trustees in 1998 and served as its vice chairman from 2000
until his appointment as chairman in 2005.
