REGULAR SESSION
The Board of Trustees of The Community College of Baltimore County
(CCBC) met in regular session on Wednesday, April 14, 2004, convening at
7:30 p.m. on the Catonsville campus of The Community College of
Baltimore County. The following members of the Board were in attendance:
Thomas M. Lingan, Esq., Vice Chairman; Trustees Evelyn S. Brunner;
Aurelia T. Burt; Dorothy E. Foos; Elayne Hettleman; Charles E. Kountz,
Jr., Esq., Richard W. McJilton; Cecile V. Myrick; and H. Edward Parker,
Jr. Also present were Irving Pressley McPhail, Chancellor and
Secretary-Treasurer; Andrew C. Jones, president of CCBC Catonsville CCBC
Extension Centers; Eugenia I. Proulx, president of CCBC Dundalk CCBC
Essex; Henry F. Linck, Vice Chancellor for Learning and Student
Development; Bruce G. Berman, Vice Chancellor for Institutional
Advancement; Stephen L. Kirchner, Vice Chancellor for Finance and
Administration; Carol L. Kefalas, Executive Advisor to the Chancellor
for Community Outreach, Board Relations, and Special Initiatives; Beth
Woodland-Hargrove, General Counsel; Jeffrey Hahn, Interim Executive
Director for Human Resources, Institutional Equity and Labor Relations;
and members of the faculty and staff of the college.
INTRODUCTION
Vice Chairman Lingan welcomed everyone to the April Board meeting. He
thanked Dr. Jones for hosting the meeting.
AGENDA
Vice Chairman Lingan asked for a motion and second to approve the agenda.
The motion to approve the agenda was made by Trustee McJilton and
seconded by Trustee Myrick. The motion to approve the agenda was
unanimously approved.
MINUTES
Vice Chairman Lingan asked for a motion and second to approve the
February 11, 2004, regular session and executive session minutes.
The motion to approve the regular session and executive session minutes
was made by Trustee Kountz and seconded by Trustee Burt. The motion to
approve the minutes was unanimously approved.
REPORT OF THE VICE CHAIRMAN
Vice Chairman Lingan congratulated Dr. McPhail for receiving an
Achievement Award from The Harvard Graduate School of Education at its
Alumni of Color Conference in March in Cambridge, MA. He said that Dr.
McPhail was among three individuals honored with this prestigious award
for their contributions to education. Mr. Lingan said that the awards
are based on individuals whose work facilitates reflection, action and
change within individuals, institutions and communities and seeks to
improve educational opportunities for people of color.
Mr. Lingan announced that the CCBC commencement ceremony would be held
on Thursday, June 3, 2004, at 6:00 p.m. at the University of Maryland,
Baltimore County. He asked that those trustees who have not notified Dr.
Carol Kefalas about their attendance plans to please do so.
Vice Chairman Lingan announced that the Association of Community College
Trustees (ACCT) would hold its Northeast, Central, and Southern Regions
Leadership Conferences on June 23-26, 2004, at the Baltimore Marriott
Waterfront. He asked that any of the trustees who would like to attend
this conference to please contact Dr. Carol Kefalas before May 3.
REPORT OF THE CHANCELLOR
Retiree Stephanie Caravello-Hibbert
Dr. Andrew Jones introduced Retiree Stephanie Caravello-Hibbert. He said
that Stephanie Caravello-Hibbert grew up in Brooklyn, New York and
despite the advice of her high school guidance counselor went on to
pursue a degree in Physics at the State University of New York at
Potsdam. Ms. Caravello-Hibbert received her master’s degree in Astronomy
from the University of Massachusetts at Amherst before beginning her
teaching career at Catonsville in 1973. Encouraged by her division
chair, Dr. Robert Sawyer, Ms. Caravello-Hibbert developed self-paced
courses in earth science and astronomy. She began the self-paced classes
by using slides and reel-to-reel audiotapes but switched to different
media as new technology became available. He said that Ms.
Caravello-Hibbert always took a competence-based approach so that
students could master small modules and build up their successes over an
entire course. Dr. Jones stated that Ms.Caravello-Hibbert founded and
ran the Learning Center Laboratory to promote opportunities for
students. By managing a team of student aides, she allowed students to
work and receive assistance from morning through evening during the week
and on Saturday mornings, he said. As a pioneer in self-paced
instruction, Ms. Caravello-Hibbert gave presentations at numerous local,
regional, and national conferences. She also helped to create and lead
the Sum ‘R’ Science program for middle school students; brought
nationally known speakers onto the campus for public lectures on
astronomy; worked with senior centers to bus groups to campus for
planetarium shows; taught an experimental course on science fiction; and
taught a newspaper course on the environment. During her tenure at
Catonsville, Ms. Caravello-Hibbert won the Nisod Teaching Excellence
Award; the Chairperson’s Outstanding Teaching Award and the Foundation
Award for Teaching Excellence. Stephanie has always enjoyed interacting
with the student body and early on with one former student in particular
– she married Robert Hibbert and achieved the distinction of having the
longest last name at Catonsville. Dr. Jones said that after retirement,
Ms. Caravello-Hibbert plans to continue teaching the self-paced courses
while applying her expertise to other educational endeavors.
Vice Chairman Lingan congratulated Stephanie Caravello-Hibbert on her
stellar career and her many contributions to the college.
Comments
Dr. McPhail announced that Dr. Gena Proulx was selected, as one of 52
statewide leaders, to participate in Leadership Maryland 2004. He said
that Leadership Maryland is an independent, educational, non-profit
organization designed to inform top-level executives about the critical
issues, challenges and opportunities facing the state of Maryland.
Dr. McPhail also announced that Dr. Proulx has been appointed by
Baltimore County Executive James T. Smith, Jr. to the Baltimore County
Commission for Women. He said that Dr. Proulx also received an Award of
Appreciation from the Baltimore County Association of Educational Office
Professionals for her support and interest in the association.
Dr. McPhail announced that the School of Justice has selected May as
“Justice Month”
and is planning a variety of events designed to showcase occupations in
the justice fields. He said that more information would be sent out at a
later date.
Dr. McPhail congratulated the CCBC Dundalk men’s basketball team for
becoming the first seventh-seeded team ever to win the NJCAA Region XX
Division II Tournament. As tournament winners, the Lions competed in the
NJCAA Division II National Tournament in mid-March.
Dr. McPhail gave kudos to Mary DeLuca and the Public Relations
department for receiving a Silver Paragon Award from the National
Council for Marketing and Public Relations for CCBC’s financial aid
booklet. He said that over 1600 entries were presented at this year’s
Paragon Awards competition.
Dr. McPhail congratulated to Meghan Six, CCBC Dundalk Phi Theta Kappa
Chapter president, who was elected PTK’s Maryland State President for
2004-2005. He announced that this is the second time in three years that
a CCBC Dundalk student will serve as PTK’s Maryland State President.
Dr. McPhail congratulated CCBC Catonsville’s Children’s Learning Center
for earning accreditation from the National Association for the
Education of Young Children – the nation’s leading organization of early
childhood professionals. He said that this accreditation affords
families in the Southwest Baltimore County community the best care and
early learning experiences at the Learning Center. In addition, teacher
educators at CCBC, as well as professional development partners at UMBC
and Villa Julie College, can use the laboratory school with the
assurance that teacher candidates will observe “best practices” in Early
Childhood Education.
Dr. McPhail announced that Dr. Tony Kinkel, Executive Director for the
Maryland Association of Community Colleges (MACC) has accepted the
Chancellorship in Arkansas. He said that Trustee Elayne Hettleman would
serve on the search committee for a new MACC Executive Director. He said
that Dr. Kinkel was a major force in advancing community colleges in the
Maryland legislature and will be sorely missed. Dr. McPhail stated that
Dr. Kinkel would be CCBC’s commencement speaker on June 3.
Campus Presentation
Dr. Jones introduced Mr. Michael Netzer, Dean of the School of Applied
Information Technology. Mr. Netzer made a PowerPoint presentation on the
Internet and Multimedia Technology (IMMT) program and the gaming
industry.
COMMUNICATION FROM THE PUBLIC
There were no comments from the public.
COLLEGE FINANCE COMMITTEE
Mr. Stephen Kirchner presented the College Finance items in summary
format.
Finance Information Items
A donation of a Kermath Simulator from RADAMERICA, Inc. for use in the
School of Health Professions, Radiation Therapy Program, with an
appraised value of $125,000; and contracts totaling $215,135, were
presented to the Board for its information.
Finance Items
Recommendation: That the Board of Trustees of The Community College of
Baltimore County approve Baltimore County Capital Equipment Program
Contracts and Bids, in the total amount of $609,036; Contract and Bids
and a Competitive Proposal, in the amount of $1,303,352; a Lease in the
amount of $40,000; and Grants, in the amount of $122,054.
The motion to approve the recommendation was made by Trustee Ed Parker
and seconded by Trustee Cecile Myrick. The motion was unanimously
approved.
COLLEGE PERSONNEL ITEMS
Mr. Jeff Hahn presented the College Personnel items in summary format.
Personnel Information Items
The Interim March Personnel items and Searches in Progress were
presented to the Board for its information.
Personnel Items
Recommendation: That the Board of Trustees of The Community College of
Baltimore County approve New Appointments; New Temporary Appointment;
Temporary Changes of Status; and Resignations.
The motion to approve the recommendation was made by Trustee Dorothy
Foos and seconded by Trustee Dick McJilton. The motion was unanimously
approved.
LEARNINGFIRST COMMITTEE
Trustee Aurelia Burt reported that the LearningFirst Committee heard
several informative presentations and the committee is recommending that
the Board consider approval of revisions to the Information Technology
Program; the Computer Science Degree; and the Child Support Option; and
of approval of a resolution regarding shared governance at CCBC.
Recommendation: That the Board of Trustees of The Community College of
Baltimore County approve revisions to the Information Technology
Program; the Computer Science Degree; and the Child Support Option.
The motion to approve the recommendation was made by Trustee Aurelia
Burt and seconded by Trustee Elayne Hettleman. The motion was
unanimously approved.
Recommendation: That the Board of Trustees of The Community College of
Baltimore County approve the following resolution:
The Board of Trustees of The Community College of Baltimore County
welcomes and endorses the concept of shared governance as the governing
structure of the College and encourages the Chancellor to move forward
in creating a more effective system of shared governance at CCBC in the
form of a new CCBC College Senate. The Board expects that the new College
Senate will provide a single forum and a single representative voice for
members of the CCBC community, in the hopes of greatly enhancing
communication in the process of contributing to policy-making decisions.
The Board of Trustees will hold the Chancellor and the administration
responsible for effecting the spirit of this resolution.
The motion to approve the resolution was made by Trustee Aurelia Burt
and seconded by Trustee Charles Kountz. The motion was unanimously
approved.
OLD BUSINESS
Beth Woodland-Hargrove stated that the proposed amendment to the Board’s
policy manual delegates to the Vice Chancellor for Learning and Student
Development, with respect to Continuing Education and Economic
Development (CEED), the same authority that each of campus presidents
has for signing documents on behalf of activities for which they are
responsible. Currently, the Chancellor is responsible for signing off
on behalf of CEED agreements.
Recommendation: That the Board of Trustees of The Community College
of Baltimore County approve the amendment to “Delegation of Authority:
which is Appendix C of the Board of Trustees Policy Manual.
The motion to approve the recommendation was made by Trustee Evelyn
Brunner and seconded by Trustee Elayne Hettleman. The motion was
unanimously approved.
