Welcome to the Vanguard Learning College Project Home Page!!!

This web site will document our continued successes and our progress, and it provides an overview of where we are at any given time during the project. Here you will find information about the Vanguard Learning College Project, find links to the eleven participating institutions (each of which has a Vanguard web site), and most importantly you will find CCBC’s Vanguard Learning College Plan , the core element of the Project, which is organized around five objectives which will be addressed by all of the participating colleges. The five objective areas of the CCBC Vanguard Learning College Plan include:

The Community College of Baltimore County is proud to have been selected as one of 12 Vanguard Learning Colleges which are participating in a three to five year project sponsored by the League for Innovation in the Community College. The purpose of the Project is to assist community colleges in becoming more learning-centered by creating a network of 12 Vanguard Colleges strongly committed to the Learning College concept, whose efforts can serve as a basis for model programs and best practices.

Under the leadership of Dr. Irving Pressley McPhail, Chancellor, CCBC has been recognized as a Bellwether Award Winning institution in addition to its distinction as a Vanguard Learning College. CCBC is guided by it LearningFirst Strategic Plan that focuses on the myriad elements inherent in what it means to be a learning college in the 21st Century.

Our achievements over the past two years are impressive. We have revamped our General Education Program; developed, implemented and institutionalized learning outcomes assessment ; established a Virtual Academy ; developed a Teacher’s Learning Computers (TLC) program; and, established a Diversity Institute among our many other accomplishments.
