The "Click it or ticket" promotion is part of the "Maryland Chiefs' Challenge" seat belt use campaign, done in conjunction with the Maryland Department of Transportation, the National Highway Traffic Safety Administration (NHTSA), the Maryland Committee for Safety Belt Use and the Maryland Police Chiefs Association.

The national campaign is designed to get teens and young adults buckled up. This nationwide seat belt enforcement push places special emphasis on protecting teens and young adults because new data shows that more than half of all young adults who die in crashes are completely unrestrained. According to new data from NHTSA's Fatal Analysis Reporting System, 5,548 teens died and another 73,000 were injured in traffic crashes in 2000. Of those 5,548 teens that died, nearly half would have survived had they just buckled up.
