The Honorable Barbara Kerr Howe Vice Chairmain
The Honorable Barbara Kerr Howe is a retired Baltimore County
Circuit Court judge who served from 1988 through 2001. She
currently serves as a settlement judge for the Circuit Court for
Baltimore County and is on recall statewide.
She holds a bachelor of arts degree from Randolph Macon Woman’s
College in Lynchburg, Virginia and earned her J.D. from the
University of Maryland School of Law. She has held numerous
appointments and served on several boards throughout her career
including past-president of the Maryland State Bar Association,
president of the Maryland Bar Foundation, chair of the Standing
Committee on Professional Discipline for the Maryland Bar
Association, past chair of the Judicial Disabilities Commission in
Maryland and she is active in the Women’s Bar Association of
Maryland.
Howe has two children, Susan Baron and Harvey S. (“Skip”) Howe,
and lives in Towson. She has authored and co-authored articles for
the Maryland Bar Journal and the American Bar Association.
She has also received several awards over the years, including the
Dorothy Beatty Memorial Award from the Women’s Law Center, the
Rita Charnatz Davidson Award from the Women’s Bar Association and
the Distinguished Graduate Award from the University of Maryland
School of Law. She was also named one of Maryland’s “Top 100
Women” by Warfield’s Business Record.
