Admission of international students (non-immigrants) and immigrant students

CCBC responds to the educational needs of all potential students in the community, including international and immigrant students. This includes individuals who are visiting on non-immigrant visas.

CCBC offers foreign-born students an opportunity to assess and improve their English proficiency through English for Speakers of Other Languages (ESOL) courses.

CCBC requires all students who seek a degree or certificate to take placement tests in English, reading and mathematics. The purpose of placement testing is to determine students’ levels of proficiency, NOT admission to CCBC.

Students with an F-1 visa are required to pay for all expenses, including tuition, fees, books, transportation, health insurance, housing and food during their enrollment at CCBC. Students pay all tuition and fees, including health insurance, when they register for classes.

 

Permanent residents
An applicant who holds an Alien Registration Card (“green card”) is a person who has been granted permanent residence in the United States as an immigrant or refugee. A permanent resident applicant should submit the following documents to the Admissions office:

  • Application for Admission
  • Permanent residency document (green card, form I-551 or I-151 or I-94)
  • Official high school or college transcript(s)
  • SAT scores (if applicable)
  • $15 application fee

 

International students applying for or on F-1 visa
The American Consulate or Embassy, not the college, makes the final decision on granting the F-1 visa. A student with an F-1 visa is required to enroll full time for a minimum of 12 credits/billable hours during the fall and spring semesters.

New international admission applicants must complete and submit the following documents to the Admissions/International Student Office to obtain an I-20 Certificate of Eligibility for international student status:

  • Application for Admission and $15 application fee
  • Original or certified copy of high school transcript (including verification of graduation) and/or transcript(s) from college(s) attended in any country. Transcripts should be accompanied by an English translation certified by a recognized authority. Students seeking advanced standing for college or university course work completed outside the United States will need to request a full course-by-course evaluation of their transcript(s). While the college is not recommending any particular evaluation service, the ones most commonly used by our students are the World Education Services, Inc. (WES) and Educational Credential Evaluators, Inc. (ECE) and the American Association of Collegiate Registrars and Admissions Officers (AACRAO). The approximate cost of the course-by-course evaluation is $150. For more information, contact WES at info@wes.org or ECE at eval@ace.org, or AACRAO at www.AACRAO.org.
  • Official TOEFL Report (minimum score of 450 on the paper-based test or 133 on the computer-based test). TOEFL examination dates and information may be obtained through the U.S. Embassy or U.S. Consulate, or e-mail toefl@ets.org. Results should be sent to CCBC by indicating the college’s institutional codes: CCBC Catonsville – 5137, CCBC Dundalk – 5176, CCBC Essex – 5192. New F-1 students will be required to take the placement test. The TOEFL is not required if English is the applicant’s first language or a course equivalent to English 101 (College Composition) has been successfully completed with a “C” grade or higher at a U.S. college or university.
  • Notarized Declaration of Financial Support Form with accompanying bank statement
  • Notarized financial statement from the financial sponsor on bank letterhead confirming a minimum of $15,100 (U.S. dollars) is currently available for applicant’s educational expenses. This statement must be in English and must show equivalency to U.S. currency. Each year, non-resident students can expect to pay approximately $5,200 for tuition and fees, $1,700 for books, and $8,200 for housing, food, transportation and other personal expenses. Students accompanied by their families must provide an additional $3,000 for a spouse and $1,500 for each child. Health insurance is important and required since medical services in the U.S. are very expensive. Health insurance must be purchased and verification of coverage must be presented during the first semester.

Students who enroll at CCBC on an F-1 visa should be prepared to pay all tuition, fees and living expenses for the complete duration of their enrollment at CCBC. Individuals who are applying from outside the United States must present the I-20 form and evidence of financial support to the nearest U.S. Consulate or U.S. Embassy.

Deadline application dates for new F-1 applicants
The Application for Admission and other supporting documents are due in the Admissions office by the following dates:

Fall semester

June 1
Spring semester November 1

 

F-1 visa transfer students
F-1 students seeking to transfer from another institution to CCBC must follow the same procedures and submit the same documents as new F-1 applicants along with the following additional documents:

  • Copy of I-20 issued by all previously attended U.S. institution(s)
  • Official transcript(s)
  • Copy of passport visa and I-94 card
  • A letter or certificate of transfer eligibility from the most recently attended U.S. institution indicating student’s eligibility to transfer
  • SEVIS release date form from the transferring institution
  • Notarized Declaration of Financial Support Form with accompanying bank statement

After all documents are received in the Admissions office, an International Student Admissions staff member will determine admission and eligibility for the I-20. Applicants who meet all the requirements for admission will receive an acceptance letter and I-20 form. Applicants transferring from another college or university within the United States who meet all admission requirements to CCBC will receive an acceptance letter and I-20 form. To complete the transfer process, applicants will need to meet with a CCBC International Student Admissions staff member.

Deadline application dates for F-1 transfer students
All required documents are due in the Admissions office by the following dates:

Individuals with other non-immigrant visas
An applicant who is in the United States on a temporary visa (visitor, business, exchange, etc.) must contact the Admissions office to have the Application for Admission and visa documents reviewed BEFORE registering for classes. The Department of Homeland Security regulations do not permit B-1/B-2 visa holders to enroll in classes prior to receiving approval from USCIS. Other visa holders are permitted to enroll part-time only. Tuition will be billed at the out-of state rate. Enrollment in credit courses may be limited according to federal, state and college regulations. For additional information, contact an International Student Admissions staff member.

 

Changes in immigration status
Official USCIS documentation should be submitted to the Admissions Office if a student’s visa status changes for any reason during any period of enrollment. In some cases, a change in visa status may affect the tuition rate.
