GUIDELINES FOR FACULTY TEACHING ONLINE COURSES

Effective July 1, 2002 (Revised)

Developing New Online Courses

Faculty interested in developing an online course must first express their interest to their Program Coordinator and/or Division Dean.

New Course or Section, New Online Faculty

A new course developed for the distance learning environment that has not been offered before in any format must go through the curriculum approval process, as appropriate.

Compensation

Recognizing the time and effort invested in developing a new online course, a CCBC faculty member will receive a training and development stipend. The training stipend will be received after completion of specified training modules. The development stipend will be received during the first semester the course is offered. Development stipend for a new section/course will be 100%. The stipend for a clone or publisher content/e-pack will be 33% of the development stipend. Instructional technology support will be provided throughout the time the course is taught.

Training

All CCBC faculty who teach online courses for the first time are required to participate in training tailored to meet the needs of distance learners, whether they are developing original course materials or adopting commercial products. The Virtual Academy allows flexibility in completion of training requirements with the availability of Tracks I, II and III.

  • Track I is nine consecutive days of modularized training
  • Track II is any combination of campus based TLC (Teaching Learning Computers) workshops and the training modules in Track I
  • Track III is for faculty who have completed comparable training elsewhere and have previously developed and offered an online course at another educational institution. The online course will be evaluated and a resource assigned to assist with the transition to CCBC course delivery processes and requirements.

New Course or Section, Experienced Online Faculty

Training - No training will be required as experienced online faculty will have fulfilled this requirement by attending either Track I, II or III as outlined above.

Compensation - Faculty will not receive a development stipend for courses developed after the initial course from the System Office. However, receipt of a development stipend from other funding sources is encouraged and supported.

Faculty are also required to comply with the "Principles of Good Practice" that were adopted by the Middle States Association of Colleges and Schools.

Developing Duplicate Online Courses/Sections

  • The Chief Learning Officers Council (CLOC), in consultation with the Senior Director of Distance/Extended Learning and Teleproduction, will approve the initial development of an on-line section of an existing course.
  • The originator of the initial online section, if teaching the course, has the right of first refusal for the additional section, but none beyond that.
  • If an online section already exists, enrollment demand should determine whether there is a need for an additional section. Enrollment demand is defined as the section was taught as an overload or the existing on-line sections were full during the prior semester. No additional sections will be created unless justified by enrollment and only if a qualified faculty member is available.
  • When a duplicate section is justified,

  • The faculty member developing the course can decide to use either a clone, publisher content/e-pack or develop a new section.
  • Prior to the cloning of the course for use by other instructors, the faculty member who developed the course should be consulted about sharing his/her materials with the second faculty member. (This issue will be driven by the CCBC "Intellectual Property Policy").
  • The cloning of the site for additional instructors can be done only with the permission of the originating instructor.
  • The Chief Learning Officers Council (CLOC) determines the selection of on-line courses that will be offered on each campus across the System.

Teaching Load for Full-Time and Part-Time Faculty

  • The minimum and maximum student enrollment of any online course will be the same as those set for traditional courses. However, there may be some flexibility on a case-by-case basis.
  • If an online course is cancelled due to insufficient enrollment, the faculty member in consultation with the Dean and campus President, will decide if the course can be taught as an independent study at a prorated salary. The same policy for classifying a course as an independent study or self-paced course for traditional courses applies to on-line courses.
  • A faculty member will teach distance learning courses (online, telecourses, interactive video, or others in any combination) at no more than 3/5 of his/her teaching load in any given semester. However, exceptions may occur when the Academic Division Dean is assured that the faculty member's teaching and non-teaching responsibilities will not be compromised.
