The Community College of Baltimore County’s Vanguard Project
Plan lays out its operational plan to achieve the expected
outcomes contained in the Vanguard Project Objectives. The
format of the Vanguard Project Plan was developed based on
CCBC’s integrated planning model and is designed to
complement the College’s strategic plan Learning
First.
The Vanguard Project Plan is organized around the five
Vanguard Objectives and the Expected Outcomes for each
objective. For each Expected Outcome, the plan notes its
Priority (rated as primary or secondary), outlines the
Outcome Action Steps, sets forth the Completion Date(s), and
includes relevant Notes for background. Each of the Action
Steps is also linked to a more detailed Action Planning
Worksheet.
To develop the Vanguard Project Plan, CCBC first assessed
the current status of each of the Vanguard expected outcomes
within the College. The College’s current operational plan
was then reviewed in light of the Vanguard Project’s
expected outcomes. The next step was to develop a set of
Outcome Action Steps for the project plan. The final step
was to align and integrate the Vanguard Project Plan into
the College’s annual operational planning and budgeting
cycle.
