College Promise Scholarship Programs

The Baltimore County College Promise is available for all degree and credit certificate programs. 

• Search all credit programs

To qualify, you must:

• Be a Baltimore County resident and U.S. citizen or an eligible non-citizen.
  
  • If dependent, parent(s) must be a legal resident of Maryland.
• Be a high school graduate, GED recipient or external diploma degree graduate.
• Have an adjusted gross household income of $150,000 or less, based on income reported on the Free Application for Federal Student Aid (FAFSA).
• Submit a copy of your official high school transcript to the CCBC Registrar’s Office.
• Enroll full time or part time (1 or more credits) at CCBC as a degree or certificate-seeking student. The scholarship will only cover courses required for declared degree or certificate.
• Maintain a cumulative CCBC GPA of 2.3 or higher, if you are a credit seeking
  student.

Maryland DREAM Act students

To qualify, you must:

• Meet the Maryland Dream Act eligibility criteria and have an approved Application for Out-of-State Tuition Exemption for Undocumented Students on file with CCBC.
• Be a Baltimore County resident.
  • If dependent, parent(s) must be a legal resident of Maryland.
• Be a 2019-2024 high school graduate with a final cumulative Maryland high school GPA of 2.3 or higher, or be a Maryland GED or a Maryland external diploma degree graduate.
  • Students who have a final cumulative Maryland high school GPA of less than 2.3 may qualify after earning 3 credits at CCBC with a cumulative 2.3 CCBC GPA.
• Have an adjusted gross household income of $150,000 or less, including parent(s) and student, based on 2022 Maryland State Tax return(s).
• Enroll in 1 or more credits/hours at CCBC towards declared degree/certificate.

If pursuing a degree and credit certificate program, you must:

• File a Free Application for Federal Aid (FAFSA) each year.
• Submit the CCBC$FundMe application in the CCBC Grant and Scholarship Portal each academic year.
• Maintain enrollment at CCBC.
• Maintain a minimum cumulative 2.3 Grade Point Average (GPA).
• Continue to meet the household adjusted gross income requirement of $150,000 or less.
• Remain a Baltimore County resident.
  • If dependent, parent(s) must be a legal resident of Maryland.
• Meet financial aid Satisfactory Academic Progress (SAP) standards.
• Successfully complete degree/certificate within six years.

Maryland DREAM Act students

• Renew Maryland Dream Act eligibility with the International Student Services office.
• Continue to meet the household adjusted gross income requirement of $150,000 or less.
• Remain a Baltimore County resident.
• Maintain enrollment at CCBC
• Maintain a minimum cumulative 2.3 Grade Point Average (GPA).
• Successfully complete degree/certificate within six years.

• Meet the Maryland Dream Act eligibility criteria and have an approved Application for Out-of-State Tuition Exemption for Undocumented Students.
• Enroll in a Workforce Training Program and coursework through CCBC’s Continuing Education.
  • No FAFSA requirement.
  • No income requirement.
  • No high school GPA requirement.

If seeking a workforce licensure or non-credit certificate, you must:

• Maintain continuous enrollment.
• Remain a Baltimore County resident.
• Complete the credential within the prescribed timeline for the course/program requirements.
  
  

Maryland DREAM Act students

• Renew Maryland Dream Act eligibility with the International Student Services office.
• Maintain continuous enrollment.
• Remain a Baltimore County resident.
• Complete the credential within the prescribed timeline for the course/program requirements.

The Maryland Community College Promise is available for all degree and credit certificate programs.

To qualify, you must:

• Be a Maryland resident eligible for in-state tuition and live in Baltimore County (unless enrolled in a program not offered at your local community college).
  
  • If you are a dependent, your parent(s) must be legal Maryland residents.
• Be a Maryland high school graduate, GED recipient or external diploma program graduate. You must submit an official high school or GED transcript to Enrollment Services.
  • If you graduated within the last five years, you must have a cumulative GPA of 2.3 or higher.
  • If you graduated more than five years ago, the GPA requirement does not apply, but proof of high school completion is still required.
• Have a qualifying adjusted gross income, based on your Free Application for Federal Student Aid (FAFSA):
  • $150,000 or less if you are married or live in a two-parent household
  • $100,000 or less if you are single or live in a single-parent household
• Enroll full time or part time (6 or more credits) at CCBC as a degree- or certificate-seeking student. The scholarship only covers courses required for your declared degree or certificate.

Maryland DREAM Act students

To qualify, you must:

• Meet the Maryland Dream Act eligibility criteria and have an approved Application for Out-of-State Tuition Exemption for Undocumented Students on file with CCBC.
• Complete the MHEC One App for Undocumented Students, which is only for individuals who are not eligible for federal financial aid.
• Be a Maryland resident eligible for in-state tuition and live in Baltimore County (unless enrolled in a program not offered at your local community college).
  
  • If you are a dependent, your parent(s) must be legal Maryland residents.
• Be a Maryland high school graduate, GED recipient or external diploma program graduate. You must submit an official high school or GED transcript to Enrollment Services.
  
  • If you graduated within the last five years, you must have a cumulative GPA of 2.3 or higher.
  • If you graduated more than five years ago, the GPA requirement does not apply, but proof of high school completion is still required.
• Have a qualifying adjusted gross income, based on your Free Application for Federal Student Aid (FAFSA):
  • $150,000 or less if you are married or live in a two-parent household
  • $100,000 or less if you are single or live in a single-parent household
• Enroll full time or part time (6 or more credits) at CCBC as a degree- or certificate-seeking student. The scholarship only covers courses required for your declared degree or certificate.
