State Authorizations

CCBC is authorized to offer online courses to out-of-state students.

As a participating institution in the National Council for State Authorization Reciprocity Agreements (NC-SARA), we’re approved to offer online learning to students in all NC-SARA member states.

What is NC-SARA?

NC-SARA is an agreement among member states that makes it easier for students to take online courses across state lines. It gives students access to more online learning options and provides a consistent process for resolving student complaints.

CCBC is NC-SARA approved

Because CCBC participates in NC-SARA, students from most U.S. states are eligible to enroll in our online courses and programs. This agreement helps ensure consistent quality and streamlined approval for distance learning across state lines.

Eligible states: CCBC can currently offer online education to students in all NC-SARA member states. Please note that, currently, California is not an NC-SARA state, but CA students are still eligible to enroll in online courses and receive Title IV federal financial aid.

Need to file a complaint?

Whether you have a concern about a policy or need to report an incident, CCBC is committed to maintaining a safe and respectful learning environment for all students—including those who study online from out of state.

Out-of-state students should follow these steps:

  1. Start with CCBC’s internal process.
    Report your concern to the appropriate area of the college and follow CCBC’s established procedures.
  2. Still unresolved?
    If you’ve completed all steps through the college and your issue remains unresolved, you may file a complaint through the Maryland Higher Education Commission, which has a formal process in place to assist students.
