In addition to traditional financial aid (scholarships, grants, and loans), tuition assistance programs are available for certain members of our community.

Tuition Waivers

Disability

HB 104 enacted by the 2011 Maryland General Assembly redefines the tuition waiver for students with disabilities as those out of the workforce by reason of total and permanent disability and entering community colleges.

Early College Access Program (ECAP)

Early College Access Program (ECAP)Maryland high school students may be eligible to receive one of the tuition waivers below upon submission of their ECAP Consent Form and email their high school transcript.
 
Students Enrolled in a Baltimore County Public Schools (BCPS) High School:
Maryland high school students enrolled in a BCPS high school while taking CCBC courses may be eligible to receive a waiver of all tuition, laboratory, textbook and general fees under BCPS' Tuition Free Program. Students must meet the following criteria:

Students Enrolled in Private/Parochial/Homeschool:
Maryland high school students enrolled in a school other than a BCPS high school while taking CCBC courses may be eligible to receive a 50 percent tuition discount through CCBC's Parallel Enrollment Program. Students must meet the following criteria:

Employee/Retiree

CCBC full time employees and retirees who enroll in courses at CCBC are eligible for a tuition waiver. All applicable fees are the responsibility of the student.  For more information, email HR Benefits.

Foster Care or Homeless Youth

The Maryland Higher Education Commission has programs to grant tuition waivers for foster care and homeless youth. A Maryland foster care or homeless youth waiver recipient is exempt from paying tuition and mandatory fees if the recipient:
  • Completes and files the Free Application for Federal Student Aid (FAFSA) or the Maryland State Financial Aid Application (MSFAA) each year. The MSFAA can only be submitted up to March 1.
  • Be enrolled on or before he or she reaches the age of 25
  • Be enrolled full time or part time for an associate, bachelor's or a vocational certificate at a Maryland public institution of higher education. Noncredit courses taken to earn a vocational certificate also qualify for tuition waiver.

To start the process at CCBC, students should:

  • Complete the Free Application For Federal Student Aid (FAFSA) or Maryland State Financial Aid Application MSFAA for the current academic year 
  • List CCBC on your FAFSA with our Federal School Code of 002063. 
  • Complete the required State application for this waiver

Students are only eligible for the waiver for 10 years after first enrolling as a candidate for an associate, bachelor's or a vocational certificate at a Maryland public institution of higher education. If your application for the waiver is denied for any reason, CCBC will email you with information about your right to appeal and instructions.

In-County Statewide Tuition Programs

No matter where you live in Maryland, you can enroll in any one of nearly 50 high-demand and hard-to-find programs at CCBC’s affordable in-county tuition rate.

National Guard

Students who are members of the Maryland National Guard are eligible for a waiver of 50% of their tuition for credit courses. To qualify for this waiver, members of the Maryland National Guard must submit their certification form signed by their unit commander to the Bursar's office each semester. The remaining tuition and fees must be paid on or before the due date. 

Parents or Guardians of Deaf or Hard of Hearing Child

In accordance with Senate Bill 677, 15-106.10, Section 4, CCBC will extend a waiver of tuition and related fees for one course to parents or legal guardians of a deaf or hard of hearing child. The provision states the parent may take one course that teaches a language or communication at an institution of higher education and is exempt from paying tuition for the course.

To qualify, parents or guardians must submit the following:
  • A copy of the audiogram or a letter from their audiologist confirming the dependent is deaf or hard of hearing
  • A copy of the birth certificate listing the parent who wishes to enroll in the course or adoption records to verify guardianship

Documents may be dropped off or emailed to the Bursar's Office.

Senior

Maryland residents, 60 years of age or older, who enroll in courses at CCBC are eligible for a tuition waiver. All applicable fees (including $30 course fee) are the responsibility of the student. Student must be 60 years of age before the academic semester begins.  Contact the Registrar's Office for more information.

Victims of Human Trafficking

As provided in Title 16-310b5 of the Education Article of the Annotated Code of Maryland, any documented victim of human trafficking will receive a waiver of the out-of-county or out-of state tuition differential.

In order to receive the waiver, please submit one of the following to the Bursar’s Office:
  1. Certified Law enforcement, court, or other federal or state agency records or files,
  2. Document from a human trafficking prevention or assistance program; or
  3. Documentation from a religious, medical, or other professional from whom the applicant has sought assistance or treatment as a victim of human trafficking.

Documents may be dropped off or emailed to the Bursar's Office.  Upon receipt of the required document, if you reside outside of Baltimore County, your tuition rates will be adjusted to the in-county rate.


Military Tuition Assistance Benefits

Each service branch varies in their application process, criteria for eligibility, service obligation, and restrictions. Service members choosing to use Tuition Assistance (TA) benefits should follow the links and directions for their specific service. Students must be approved by their Education Center prior to enrolling in classes. It is highly advised to begin this process early (60 days prior to the start of the semester) as Tuition Assistance must be approved at least 7 days before classes begin.

Once approved, email your TA Authorization Letter to veteranservices@ccbcmd.edu.

NOTE: Tuition Assistance does not cover fees, only tuition.

CCBC follows  Volume 2, Chapter 3 of the Federal Student Aid Handbook (PDF) for Active Duty Service members and reservists, who are temporarily unable to attend class or have to suspend their studies. Please contact veterans services or the registrar’s office to notify the college of your military service and intention to return to school.

Tuition discounts for York County, Pa residents

Special discount tuition rates are available for CCBC students living in York County, Pennsylvania. York County students are billed $1 more than Baltimore County residents. Learn more »
