CCBC is committed to providing a safe, healthy environment for all students, faculty, staff and visitors by adopting a tobacco-free policy for the three main campuses; CCBC Catonsville, CCBC Dundalk, and CCBC Essex.

Smoking and Tobacco Free Policy

Smoking and the use of tobacco products is prohibited on all college owned properties and at all college-sponsored activities, except in designated smoking areas (kiosks) located on the perimeter of each campus. Smoking on the outer ring of parking lots is permitted only in private automobiles or in the smoking shelters located there.

This smoke and tobacco free policy applies to all members of the college community, including but not limited to students, faculty, staff, parents, visitors, contractors, and vendors.

Citations and Enforcement

The CCBC Department of Public Safety (DPS) is actively enforcing the tobacco-free policy.

Officers are issuing written citations with an initial fine of $35. If no appeal is filed with the appeals board within 10 days of the citation issue date, the fine stands. If not paid within 30 days, the fine doubles, and after 60 days, the fine triples.

Students who fail to pay required fines may face additional disciplinary action and may have 'holds' placed on their accounts. College employees who fail to pay required fines may be disciplined as outlined in the Employee Handbook.

Tobacco-use kiosks

Tobacco products may only be used within designated tobacco-use kiosks located on each campus or in private vehicles parked in the following areas:

CCBC Catonsville
  • Lots 3 and 6

CCBC Dundalk
  • Front parking loop (from the flagpoles south, toward the Observatory, to the entrance road)
  • Lots 3 and 4
  • Parking on the perimeter road

CCBC Essex
  • Lot 1 below (north) of Division Lane
  • Lots 3, 8, 7, 6 and 5

Bus shelters may not be used for smoking or any type of tobacco consumption! Tobacco-use kiosks are clearly marked. Cigarette butts, packaging and other trash must be deposited in designated receptacles only. Littering is punishable by citation and fine.

Extension centers

Hunt Valley, Owings Mills, and Randallstown are leased properties and are not owned by the college. Therefore, the use of tobacco products is permitted, provided users are at least 25 feet away from the center building. Cigarette butts, packaging and other trash must be deposited in designated receptacles only. Littering is punishable by citation and fine.
